Refreshed Wirral Plan 2021-2026

The council completely updated the Wirral Plan in light of the impact the worldwide COVID-19 pandemic has had on the borough.

The new Plan defines the key priorities for the local authority over the coming years – outlining those tasks which the council will focus on to ensure the people of Wirral receive the services they need and want, based on what people said matters most to them.

This Wirral Plan 2021-2026 was approved by full Council in September 2021.

As part of the annual review process, the Wirral Plan was refreshed in 2022 to ensure it continues to meet the needs of the borough and emerging issues.

The Wirral Plan 2025 sets out a series of 20 pledges which the council and its partners will work to achieve by 2025, focusing on these key themes:

  • A prosperous, inclusive economy where local people can get good jobs and achieve their aspirations

  • A cleaner, greener borough which celebrates, protects and improves our environment and urgently tackles the environmental emergency

  • Brighter futures for our young people and families – regardless of their background or where they live

  • Safe, vibrant communities where people want to live and raise their families

  • Services which help people live happy, healthy, independent and active lives, with public services there to support them when they need it


To ensure the Council and its partners are delivering against the priorities set out in the Wirral Plan 2025, there will be regular measurements of performance. This can be compared to previous performance and that of other areas. Regularly reviewing performance helps us to:

  • Identify and address areas of under performance

  • Plan for the future

  • Ensure we deliver value for money

  • Be accountable to our customers and stakeholders

  • Demonstrate transparency and good governance

The Wirral Plan, published in June 2015, sets out a series of 20 pledges which the council and its partners will work to achieve by 2020, focusing on three key themes:

  • Protecting the most vulnerable (People)

  • Driving economic growth (Economy)

  • Improving the local environment (Environment)

To ensure the Council and its partners are delivering against the priorities set out in the Wirral Plan, we regularly measure our performance. We compare this to previous performance and that of other areas. Regularly reviewing our performance helps us to:
